Southington couple charged with animal cruelty

SOUTHINGTON – A local couple was arrested on animal cruelty charges Monday after an investigation into three dogs police say were living in squalor in a basement.

Kelly, 38, and Jason, 41, Savage, of Southington, are accused of not providing medical care for the ailing dogs which were infested with flees and “emanating an unhealthy odor.” Two of the dogs had to be euthanized. A third was given treatment after being seized by Southington Animal Control.

Police acted on a report received in February that the dogs had been abandoned in a basement that was uninhabitable. One of the dogs had been removed before officers arrived, police said. The other two were in a basement bedroom of a raised ranch that was filled with trash and feces, a warrant for the couple’s arrest said.

Both were charged with cruelty to animals, no vaccination and failure to comply with dog ownership requirements. They were held overnight on $50,000 bond and are expected to be arraigned today in Bristol Superior Court.
