Southington man convicted again of possessing child pornography

SOUTHINGTON - A local man with a history of possessing child pornography has once again been arrested for having illegal images of underage boys.

Keith Dubin, 31, of 146 Delahunty Drive, was charged Tuesday with one count of third-degree possession of child pornography. This arrest came after he accepted a plea bargain nearly two weeks ago - pleading guilty to risk of injury to a minor - in connection with a related case, having already been sentenced to 18 months behind bars.

On Tuesday in Bristol Superior Court, Dubin opted to accept a plea bargain the same day he was arraigned, pleading guilty to third-degree possession of child pornography after police found two illegal images on his cell phone. The plea bargain called for Dubin to serve a year in prison, but it will not add to the 18-month sentence he received earlier in October, as the two sentences will run concurrently with one another. However, the one-year prison term is the minimum mandatory sentence required with a child pornography charge, which could stop Dubin from being released after serving half of the 18-month sentence - when he would be eligible for early release.

According to the most recent arrest warrant, Dubin was first arrested on Aug. 21 after he contacted a man posing as a 14-year-old boy on a homosexual dating application on July 21. The man is part of a Facebook group called the POP (Prey on Predators) Squad - which works to “get as many predators off the streets as possible,” according to its page. The founder, an adult who goes by “Incognito,” has been responsible for at least four other arrests in the area using a similar sting operation.

During the correspondences with Incognito, Dubin had him send photos and, after receiving a few that depict a younger male, he asked for more, including a request that he send some showing his genitals - which were ultimately not exchanged.

The two eventually agreed to meet at a local Dunkin Donuts, where Incognito revealed that he is an adult. He filmed the entire encounter - in which Dubin admits he is attracted to young boys and says he has a problem for which he is trying to get help - and turned over all the evidence to police.

Upon arresting Dubin on Aug. 21, police searched his home and seized his cell phone. While examining the device, looking to corroborate the evidence Incognito had provided them, investigators found two images of child pornography.

Before his most recent arrests, Dubin was already required to register with the state as a sex offender. His previous criminal history includes convictions of possession of child pornography, risk of injury to a minor and violation of probation.
