Joel B. Wulff

Joel B. Wulff, 79, was called to his heavenly home on Nov. 5, 2021 at St. Francis Hospital in Hartford.

Joel was born on June 23, 1942 in Bristol, the son of the late Oscar H. Wulff and Gertrude (Werner) Wulff. He attended and graduated from Immanuel Lutheran School, then Bristol High School, continuing into higher education, receiving his BA and MA from Central Connecticut State University. After a brief time in teaching, Joel changed career path and began working for The Hartford as a computer programmer – working his way up the ladder to various supervisory positions.


He was an active member of the Bristol Water Board for 24 years and served as Chairman for 23 of those years. During his tenure, Joel led the board in putting the Water Department on a sound financial footing, making many capital improvements to the system, and, creating an efficient organization. One of Joel’s great loves was Jacklin Rod and Gun Club, where he served as Treasurer for 40 years.  Anyone who knew Joel knew he was a voracious reader who read everything from science fiction and history to religion, politics and great literature. He could converse intelligently on most any topic. He was a man of many interests, hobbies and talents – he was a man of great faith in his Savior!

Joel is survived by the Wulff, Werner and Erling families, as well as by many close friends and colleagues, most especially, the Gietek family.  He will be missed by all who knew him.  A memorial and celebration of life will be held on Monday, Nov. 15, 2021 at 11 a.m. at Immanuel Lutheran Church in Bristol, Connecticut.  In lieu of flowers, memorial donations may be made to Immanuel Lutheran Church, 154 Meadow Street, Bristol, CT 06010.
