Convicted sex offender charged with performing oral sex on underage autistic boy from Bristol, exchanging lewd photos

BRISTOL - A former city man, who is registered as a sex offender, has been arrested by state police and accused of engaging in oral sex with a 15-year-old autistic boy from Bristol.

Philip Frost, 30, faces charges of second-degree sexual assault and tampering with physical evidence after admitting to state police investigators that he went to the boy’s Bristol home in September, when he performed oral sex on him, according to the arrest warrant that was released Friday.

According to the three-page document, the investigation began in October, when Frost’s parole officer contacted state police and said he was overheard by his halfway house roommate talking sexually over the phone to someone who sounded very young. Frost, the warrant said, admitted to having child pornography and conducting talks that were sexual in nature with the Bristol teen.

Frost was free on special parole at the time, having been convicted in 2016 of second-degree possession of child pornography. He was sentenced to 30 months in prison, followed by 36 months of special parole.

During the most recent investigation, state police inspected the cell phones belonging to both Frost and the victim. On Frost’s phone, police reported finding 478 pornographic images or videos, plus 11 images or videos of suspected child porn that appear to show children between the ages of 9 and 12 engaging in sex acts.

During an interview in October, the warrant said, Frost admitted that he exchanged photos with the teen that depicted each of their genitals. He also, the warrant continued, said he had been having sexual conversations with him for about two months and that their sexual relationship was “acted out online only,” as he was going to wait for the boy to turn 16 years old - the legal age of consent in Connecticut - before having sex with him.

Frost told police he had given the boy his “Obama” phone so the two could communicate, the warrant said. He also said he had deleted the conversations between them, according to the document.

During a subsequent interview in November, state police confronted Frost about text messages between him and the victim that allude to them meeting and discussing engaging in fellatio, according to the warrant. He then, the warrant continued, admitted that he had performed oral sex on the boy in September at his Bristol home.

Frost, who was arrested Thursday, is being held on $100,000 bond and is scheduled to appear in New Britain Superior Court on March 5.

According to the state police warrant, Frost in December was arrested on federal charges of receipt of child pornography and possession of child pornography for the 11 images or videos that were found on his phone as well as the images he received from the Bristol teen.

Frost is on special parole after telling authorities in 2014 that he used an application on his cell phone to obtain material that contained children between the ages of 8 and 17, according to court papers. He estimated that, at one point, he had about 200 images of nude boys and another 30 video files of mainly children engaging in sexual acts in his Google and Dropbox accounts, the documents continued.
